Purpose

The owner role is the highest tenant governance level: it controls users, ownership, key policies, tenant billing and final administrative decisions.

Who should read this

• tenant principals or final accountable leaders
• people with full accountability over tenant governance, costs and configuration

Required permissions

This role can typically access the highest-responsibility tenant modules:

• tenant users and roles
• resource costs
• validation rules
• tenant billing
• report core and report admin
• approval center and cross-tenant processes

What this role can do

1. assign every tenant role, including owner
2. transfer ownership and govern final administrative decisions
3. control billing, costs, validation rules and reports at tenant scope
4. intervene on blocked cases that require the highest tenant authority
5. (when granted permission platform.ai.global_policy.manage) review the platform-level AI Cost Monitoring dashboard for tenants in scope

What this role cannot do

• administer the global SaaS platform
• manage platform roles
• act outside its own tenant

1. review tenant status, key users and ownership
2. control billing and tenant economic sustainability
3. govern sensitive policies and administrative modules
4. intervene on blocked cases requiring final approval

Common errors

• Confusing owner with tenant admin
• cause: visible modules can look similar, but the owner has extra powers on ownership and the owner role itself
• solution: use this guide whenever final decisions or ownership transfer are involved

• Billing or governance is not aligned
• cause: plan, permissions or tenant configuration changed and were not yet realigned
• solution: verify Billing first, then users/roles and related policies
